    8.1 Approve Three-Year Cash Basis Financial Statement Agreement With Julian & Grube

    It is recommended the Board approve a three-year cash basis financial statement preparation service agreement with Julian & Grube, at a cost of $3,000 per year.


    8.2 Approve Classified Employment Contract

    It is recommended the Board approve a one-year employment contract for Nate Courtad, as a buildings and grounds specialist (step 7), effective 7/1/2026.


    8.3 Approve Library Budget For Calendar Year 2027

    It is recommended the Board approve the calendar year 2027 budget for the Forest-Jackson Public Library.


    8.4 Approve Ohio Schools Council Membership

    It is recommended the Board approve membership in the Ohio Schools Council for fiscal year 2027 ($352.64).


    8.5 Approve Code of Conduct & Athletic Handbook

    It is recommended the Board approve the 2026-2027 Riverdale Local Schools K-12 Code of Conduct and Athletic Handbook as presented: 


    8.6 Approve Administrative Contract

    It is recommended the Board approve the administrative contract of Brian Bennett: Intermediate Principal (Grades 5-8), effective August 1, 2026 through July 31, 2029.

    It is recommended the Board approve the administrative contract of Brandon Watkins: Director of Student Activities, effective August 1, 2026 through July 31, 2029.

    8.12 Resignation of Superintendent

     

    It is recommended the Board accept Greg Rossman’s resignation from his superintendent position, effective at the close of business on July 31, 2026, on the condition that the Board reemploy him effective August 1, 2026 on a new contract as Superintendent.


    8.13 Employment of Superintendent

     

    It is recommended the Board approve the administrative contract of Greg Rossman: Superintendent, effective August 1, 2026 through July 31, 2031.


    8.14 Approve 2026-2027 Extended Days

    It is recommended the Board approve extended day contracts for the following staff members:

    - Tessa Swavel: Up to 20 Days

    - Alexander Shumaker: Up to 20 Days

    - Emily Shaw: Up to 30 Days 

    - Nicole Baumer: Up to 67 Days

    - Allison Rader: Up to 80 Days

    - Levi Brown: Up to 10 Days

    - Michele Clark: Up to 25 Days

    -Susan Clark: Up to 25

    8.15 Approve District Membership

    It is recommended the Board approve the renewal of its membership in the Ohio Coalition for Equity and Adequacy of School Funding for fiscal year 2027, at a total cost of $1,696.


    8.16 Employment Agreement

    It is recommended the board approve the following employment agreement as presented between James Speyer and Riverdale Local Schools.


    8.17 Approve Cell Phone Stipends

    It is recommended the Board approve a monthly cell phone stipend of $40 to be paid to the following district employees:

    - Brandon Watkins

    - Ryan Wright

    - Jon Wells

    - Vicki Drummelsmith


    8.18 Approve Cell Phone Stipend

    It is recommended the Board approve a monthly cell phone stipend of $40 to be paid to the following district employee:

    8.19 Approve Purchase

    It is recommended the Board approve the purchase of K-12 diagnostic testing and assessment program from NWEA, at a cost of $20,610.00.


    8.20 Approve Purchase

    It is recommended the Board approve the purchase of a new steamer for the food service program from Webstaurant Store LLC, at an approximate cost of $42,500.00. 


    8.21 Approve Amended 2026-2027 Wage Schedules for Classified Staff

    It is recommended the Board approve the amended 2026-2027 wage schedule for classified staff.


    8.22 Approve Transfers and Advances

    It is recommended the Board authorize and allow the Treasurer to make any necessary transfers, advances, and fiscal year-end appropriation adjustments to close fiscal year 2026. All such transfers, advances, and fiscal year-end appropriation adjustments shall be confirmed at the July 27, 2026 meeting of the Board of Education.


    8.23 Authorize Budget Commission Petition

    WHEREAS, there is currently a balance of $49,142.36 in a bond retirement fund maintained by the Board; and

    WHEREAS, the source of this revenue balance is a 2011 issuance of bonds in connection with the construction of the Board’s K-12 school building; and

    WHEREAS, the maximum period for payment of interest and principal on the bonds was 13 years, which expired in 2023; and

    WHEREAS, the projects for which the bonds were issued have since been completed and paid for, and the bonds were retired from the debt service fund with the final payment made in fiscal year 2023; and

    WHEREAS, there are currently no outstanding obligations of interest or principal payable from the bond retirement fund.

    THEREFORE, BE IT RESOLVED by the Riverdale Local School District Board of Education that the conditions required to transfer the remaining balance of a bond retirement fund have been met.

    BE IT FURTHER RESOLVED that the Treasurer of the Riverdale Local School District Board of Education petition the Hancock County Budget Commission for permission to transfer the remaining balance of this bond retirement fund, including any earnings thereon between the date of this resolution and the date of transfer, to the District’s permanent improvement fund, as permitted by section 5705.14 of the Ohio Revised Code.

    BE IT FURTHER RESOLVED that upon receiving the approval of the aforementioned petition from the Hancock County Budget Commission, the remaining balance of the bond retirement fund, including any earnings thereon between the date of this resolution and the date of transfer, shall be transferred to the District’s permanent improvement fund.

    BE IT FURTHER RESOLVED that the Treasurer is authorized to take any and all actions necessary to carry out the intent of this resolution.


    8.24 Approve Update To Board Policy

    It is recommended the Board approve the following update to Board Policy Number 4120.04 — Employment of Classified Substitutes:

    To be added: "Compensation for casual substitutes shall be the base rate of the wage schedule for each respective classified position. However, when the Superintendent deems necessary, substitutes may be paid at a higher rate. In such cases, a casual, limited substitute contract shall be made between the Board and the substitute."

     


    8.25 Approve Temporary Appropriations for Fiscal Year 2027

    It is recommended the Board approve the temporary appropriations for the fiscal year ending 30 June 2027 as presented.


    8.26 Approve Final Appropriations For Fiscal Year 2026

    It is recommended the Board approve the following final appropriations for the fiscal year ending 30 June 2026 as presented. Furthermore, it is recommended the Board grant the treasurer authorization to amend, if necessary, such appropriations. All such amendments shall be reported to the Board at the July 27, 2026 meeting of the Board of Education.


    8.27 Approve Amended Certificate of Estimated Resources For Fiscal Year 2026

    It is recommended the Board approve the amended certificate of estimated resources for the fiscal year ending 30 June 2026 as presented. Furthermore, it is recommended the Board authorize the Treasurer to make any necessary adjustments to this certificate in order to close the fiscal year. All such necessary adjustments shall be reported to the Board at its regular meeting to be held July 27, 2026.


    8.28 Approve 2025-2026 Extended Days

    It is recommended the Board approve extended day contracts for the following staff members:

    Vicki Drummelsmith — Up to 3 Days.


    8.29 Approve Cyber Security Program

    WHEREAS, Ohio Revised Code Section 9.64(C) provides that a local
    government entity must implement a cybersecurity program that reasonably conforms to
    an industry-recognized cybersecurity framework to protect against the unauthorized
    access to and acquisition of personal information; and


    WHEREAS, the Riverdale Local School District Board of Education (“Board”)
    intends to establish a program consistent with Ohio Revised Code Section 9.64(C);


    NOW, THEREFORE, BE IT RESOLVED:
    1. The Board hereby adopts the Cybersecurity Program (“Program”) recommended
    by the Administration. Consistent with Ohio Revised Code Sections 9.64(E)-(F),
    specific details and information related to the Program are confidential and not
    subject to public release or disclosure.
    2. The Program shall be maintained consistent with generally accepted best
    practices for cybersecurity, such as the national institute of standards and
    technology cybersecurity framework, and the center for internet security
    cybersecurity best practices, and shall:
    a. Identify and address the critical functions and cybersecurity risks;
    b. Identify the potential impacts of a cybersecurity breach;
    c. Specify mechanisms to detect potential threats and cybersecurity events;
    d. Specify procedures to establish communication channels, analyze
    incidents, and take actions to contain cybersecurity incidents;
    e. Establish procedures for the repair of infrastructure impacted by a
    cybersecurity incident, and the maintenance of security after the incident;
    f. Establish cybersecurity training requirements for all employees.
    3. The Superintendent (or designee) shall implement the Program and establish
    protocols for regular review and updates to the Program to ensure it remains
    current with current best practices and standards and shall take other such
    actions as are reasonably necessary and prudent to carry out and implement this
    Resolution.


    8.30 Approve Assistive Technology Contract

    It is recommended the Board approve the Assistive Technology Contract with the Auglaize County Educational Service Center.


    8.31 Approve Amended Certificate of Estimated Resources For Fiscal Year 2027

    It is recommended the Board approve the attached amendments to the certificate of estimated resources for the fiscal year ending June 30, 2027.

     


    9. Adjournment

    It is recommended the Board adjourn until the regular scheduled meeting July 27, 2026.
