    3.1 Approve Certified Employment Contract

    It is recommended the Board approve the following certified employment contracts:

    Emma Lutz — 1-Year Limited Teaching Contract (1st) — Kindergarten Teacher, BA Step 1, Effective August 1, 2026.

     


    3.2 Approve Certified Contract

    It is recommended the Board approve the following certified employment contracts:

    Jaclyn Bostelman — 1-Year Limited Teaching Contract (1st) — 4th Grade Teacher, MA Step 6, Effective August 1, 2026.

     

     


    3.3 Approve Student Wellness And Success Funds Spending Plan

    Pursuant to § 3317.26(E) and § 3317.25(C)(1) of the Ohio Revised Code, the Riverdale Local Schools administration amended its Student Wellness and Success Funds and Disadvantaged Pupil Impact Aid spending plan on 10 July 2026, in coordination with the Hancock County Educational Service Center and the Hancock County Alcohol, Drug Addiction & Mental Health Services Board. 

    Pursuant to § 3317.26(F) of the Ohio Revised Code, the Riverdale Local Schools administration presents the following amended plan:

    Student Wellness and Success Funds (SWSF):

    • In accordance with § 3317.26(G)(2) of the O.R.C., the Board of Education shall expend all the Student Wellness and Success Funds it receives from the State of Ohio no later than June 30 of the fiscal year following the fiscal year in which the funds were received.
    • In accordance with § 3317.26(D) of the O.R.C., the Board of Education shall expend Student Wellness and Success Funds it receives from the State of Ohio on the following wellness initiatives:
      • Purchased community/homeless student liaison services;
        • For several years, the district has partnered with a private contractor who helps provide emotional support to at-risk and homeless students.
      • Employing a school nurse;
        • The district has, for many years, employed a school nurse who provides physical health services, including vision and hearing testing, to students during the school day.
      • Employing two school counselors;
        • The district’s school counselors provide behavioral support and guidance to the district’s pupils.
      • Purchasing school resource officer services from the Hancock County Sheriff’s Office;
        • The district’s school resource officer provides students with substance abuse education.

    Disadvantaged Pupil Impact Aid (DPIA):

    • In accordance with § 3317.25(B) of the O.R.C., the Board of Education shall expend all the Disadvantaged Pupil Impact Aid on the following initiatives:
      • Purchasing the services of a school resource officer from the Hancock County Sheriff’s Office.
        • All DPIA spent in this capacity shall be the costs of such services that remain after all SWSF have been exhausted.
      • Employing a school nurse.
        • All DPIA spent in this capacity shall be the employment costs that remain after all SWSF have been exhausted.

    Other initiatives:

    • Riverdale Local Schools, along with other Hancock County ESC member districts, will continue to partner with the Family Resource Center and the Hancock County Board of Alcohol, Drug Addiction and Mental Health Services to provide students with social and emotional education and life skills programming.
    • Riverdale Local Schools will continue to utilize its therapy dog in the K-12 building.
    • Riverdale Local Schools will implement a Positive Behavioral Interventions and Supports (PBIS) program, beginning in the 2026-2027 school year.

    It is recommended the Board adopt this plan.


    3.4 Approve Resolution with Energy Optimizers

    It is recommended the Board approve the following resolution: 

    The Superintendent recommends that the Board authorize a contract with Energy Optimizers USA, LLC. (“Energy
    Optimizers”) for the District’s Facility Improvement Project (the “Project”) based upon the authority of O.R.C. 167.081 for
    contracts procured through a Regional Council of Governments.
    Rationale:
    1. The District has identified a need for various auditorium lighting improvements at the Riverdale Local School District
    Auditorium facility, located at 20613 State Route 37, Mount Blanchard, Ohio 45867.
    2. O.R.C. 167.081 allows a school district to participate in a construction contract of a Regional Council of Governments
    (a “COG”) without the need to engage in competitive bidding. Specifically, O.R.C. 167.081 states that a regional council
    may enter into a contract that establishes a unit price for, and provides upon a per unit basis, materials, labor, services,
    overhead, profit, and associated expenses for the repair, enlargement, improvement, or demolition of a building or
    structure if the contract is awarded pursuant to a competitive bidding procedure of a multistate consortium of which the
    council is a member. The Board is a member of the Ohio Council of Educational Purchasing Consortia (“OCEPC”). OCEPC
    is a Regional Council of Governments established under Chapter 167 of the Ohio Revised Code.
    3. Energy Optimizers is an experienced contractor who has provided a proposal for the Project in the amount of
    $202,680 (the “Contract Sum”), which is based on qualified unit pricing as set forth in Energy Optimizer’s agreement with
    OCEPC.
    4. The Superintendent recommends procuring Energy Optimizers through O.R.C. 167.081.
    The Board of Education resolves as follows:
    1. Based upon the information provided and exercising the authority given in O.R.C. 167.081, the Board authorizes the
    procurement of Energy Optimizers without the need to engage in competitive bidding.
    2. The Board authorizes the Superintendent, Treasurer, and Board President to work with legal counsel to negotiate and
    execute a contract with Energy Optimizers for the Project and to sign any related documents for the work in an amount
    not to exceed $202,680.
     


    3.5 Approve Intra-Fund Transfers

    It is recommended the Board approve the following transfers between cash accounts within the district managed activity fund (300):

    $76.95 from the Weightlifting cash account (300-9203) to the Athletics cash account (300-9201)

    $0.17 from the Girls Track cash account (300-9210) to the Athletics cash account (300-9201)

    $20.48 from the Cross Country cash account (300-9215) to the Athletics cash account (300-9201)

    $120.39 from the Elementary Cross Country cash account (300-9217) to the Athletics cash account (300-9201)

     


    3.6 Approve Intra-Fund Transfers

    It is recommended the Board approve the following transfers within the student-managed activity fund (200):

    $52.29 from the Class of 2020 cash account (200-9254) to the Class of 2028 cash account (200-9228).

    $71.04 from the Class of 2023 cash account (200-9257) to the Class of 2028 cash account (200-9228).

    $645.92 from the Class of 2026 cash account (200-9266) to the Class of 2028 cash account (200-9228).

    $2,983.47 from the Soundsation cash account (200-9216) to the RHS Choir Activity account (200-9217).

    $171.67 from the Teen Leadership Corp cash account (200-9215) to the Honor Society Activity account (200-9207). 

     

     


    3.7 Approve Inter-Fund Transfers

    It is recommended the Board adopt the following resolution:

    WHEREAS, § 5705.14(D) of the Ohio Revised Code permits the transfer of any unexpended balance of a fund created under the authority of § 5705.09(F) of the Ohio Revised Code to the general fund if the special activity, service, or undertaking for which said fund was created has been terminated, and said fund has no outstanding obligations;

    WHEREAS, the Riverdale Board of Education established cash accounts within the student-managed activity fund to account for transactions specific to the following activities:

    Advanced Placement (200-9206)

    Riverdale Falcon Fanatics (200-9220)

    WHEREAS, all such special activities, purposes, and undertakings have ceased and no special activity, purpose, or undertaking has any outstanding obligations;

    THEREFORE, the Riverdale Board of Education hereby authorizes the Treasurer to transfer the remaining balances within each special activity, purpose, or undertaking's account to the general fund.

    It is recommended the Board adjourn until the regular scheduled meeting to be held on July 27, 2026.
